Carroll County Circuit Clerk Sara Huffman oversees two courthouse locations. Cases east of the Kings River are filed in Berryville at 210 West Church Street, Berryville, AR 72616. Cases west of the Kings River go to the Eureka Springs courthouse at 44 South Main Street, Eureka Springs, AR 72632.

The geographic split along the Kings River determines which courthouse handles your case, so it is worth checking which side of the county your case was filed in before making the drive.
Carroll County has two county seats, which is unusual in Arkansas. This dual-seat arrangement has been in place for many years and reflects the geographic layout of the county in the Ozark and Boston mountain ranges. Both courthouses handle domestic relations cases and are staffed by the same Circuit Clerk's office.

Searching Carroll County Court Records
Carroll County circuit court records are available through the statewide CourtConnect portal at caseinfo.arcourts.gov. This free system lets you search by party name or case number. Under Administrative Order 8, all Arkansas circuit courts report to CourtConnect, and Carroll County is fully included in the system.

Administrative Order 19 sets the rules for public access to Arkansas court records. Most circuit court records are open to the public. However, juvenile case records are sealed, adoption records are confidential, and some sensitive financial information may be restricted. Family Court Case Types

The separation ground is the most commonly used in modern filings and does not require showing fault by either party.
Child custody and visitation cases are governed by § 9-13-101. The court uses the best interest of the child standard when parents cannot agree. Judges consider the depth of each parent's relationship with the child, the ability of each parent to provide a stable and nurturing environment, and any relevant history of abuse or substance use. Courts can order joint custody, sole custody, or creative arrangements that reflect the specific needs of the family.
Child support orders are calculated under § 9-14-107. Arkansas follows the income shares model. The incomes of both parents are combined to arrive at a total support obligation, which is then divided proportionally. Additional costs for health insurance, childcare, and special needs may be added. The Circuit Clerk tracks all court-ordered support payments and can provide payment records on request.
Juvenile proceedings, including delinquency, dependency-neglect, and abuse cases, are handled under § 9-27-309. These files are sealed. Adoption records are also sealed under § 9-9-217. Accessing sealed records requires a court order. Other case types include guardianship of minors, paternity actions, and domestic violence protective orders. All are part of the domestic relations division's caseload.
Fees and Copies
New domestic relations filings in Carroll County cost $165.00. Reopening a closed case costs $50.00. Service fees run $2.50 per party served by summons. These rates apply at both the Berryville and Eureka Springs courthouses.
Standard copies of court documents cost $0.50 per page for in-person copies. Certified copies are $5.00 per document. The marriage license fee in Carroll County is $60, reduced to $25 if the couple completes a premarital counseling program.
